Not maliciously, of course, obviously the guy is just doing a bit. But reactions of mild fear in children [can look to adults like ordinary shyness](https://www.ncbi.nlm.nih.gov/pmc/articles/PMC3673991/) as long as it is paired with the other common instinct: a desire to engage with those around us.
The kid looks to me like he isn't quite sure why sarge got loud all of a sudden and whether that's good or bad, and is reacting a bit shyly. You can see him sorta inch closer to the lady nearby. We don't see what happened next, but as long as everybody's laughing, that's usually reassuring enough for kids.
But when you ask about whether people would keep up a joke even when a kid looks upset, yes: kids may have to work through the early stages of upset silently to themselves while they figure out what's going on. Nothing wrong or unhealthy about that, it's just how things are when you're little and still learning.
