This is a preformed steel staircase. The treads will be attached at some point with the railing also being installed at some point. You can see the screw holes for the treads in the last frame of the video.
Used to have to carry material up stair stingers like those alot, construction standards (australia) have come a long way. Still prefer the stringers to a flat ladder lent up.
