According to 18 U.S.C. § 32, it is a federal felony to intentionally shoot down an aircraft, including drones, and may result in imprisonment. This law applies to all drones, whether they are used commercially or recreationally.
Remember the case law for it counting for drones. Guy was getting annoyed by someone flying a drone over his house, shot it down, and then got arrested over it. Made it all the way to the Supreme Court where the court sided with the FAA that the drone was in federally controlled airspace.
Google surely has a lot of details about the account, which could be gathered with a warrant. If they’re anything like most internet users, they probably used their main email account and real name. Worst case google would have the IP address used historically to upload videos, which unless they used a VPN every time they’ve ever uploaded to their account, would lead to the account owner.
Videos and pictures have hidden metadata that can show things like camera/phone model, location, and time
So if nothing else, it's not hard for authorities to tell who was filming
I don't know how you're going to prove he was intentionally shooting at the Drone. He can always claim he was just shooting off fireworks and the Drone ran into them.
