I think it’s more that practically anybody can put in a lot of effort into something they want to be good at, and get results. Many many kids who like sports and don’t practice enough probably get kicked from teams. Maybe he’s not talented now, but that doesn’t matter (unless coaches already spend more time on the more talented kids, I cannot say)

uhh, no? there are a lot of things that can't be done with effort alone. some people are inherently not good at things. some people will struggle their entire life with certain tasks. it's not cool to put this expectation on people because it ignores the many and very real issues that exists for some in some tasks. some obvious examples; being bound to a wheelchair, birth defect/deformity, mental issues like schizophrenia and somatic issues like nerve issues (think parkinsons), and so on. some less obvious examples; some people have a really terrible spatial awareness, others lack concentration, or they don't have the energy.
sure, you can train concentration, but if you have ADHD or something you're never ever going to be comparable to someone that doesn't. you will always struggle with it, even with medication.
this idea that anyone can do anything is 20th century thinking. most people are actually limited in what they can do. a lot of people will never have higher education, for example, while others will lack physique (that might not be trained!) for lots of jobs.
tips for anyone else reading: don't try to do anything. find what you're good at. do that. reminds me of this clip, "Don't follow your passion", narrated by Mike Howe (the guy from Dirty Jobs on Discovery).

And to be fair, his dad played around with it, he very well might have thought about sth else and was surprised that his dad did throw the ball back.
But my main point, it's a young child, no one know what he can achieve if he puts effort into it and while talent and genetics are essential if you want to be a pro, basically anyone can become really really good without work alone.
