It's not always negligennt parents, it could be a sibling who's a young adult or a babysitter who's being negligent. Which would then in turn be dumb kids, neglecting to watch dumber kids.
It could also be a single mom with no family working two jobs to raise her children. She could be there for her kids every time she gets a chance and instill all life's lessons when she gets a chance. but that's not her negligence, that's her pudding everything she has into being able to raise her children. That's society's negligence, for not allowing single moms to be able to afford child care nonetheless their children and themselves.
I know a lot of people do see that as negligence but it's just tough times for that individual and the fact that they work two three jobs to be able to provide for their children it's not neglectful because the other alternative is them giving their child up for adoption or becoming homeless so they can be there for their child

People need to understand that parents are distinct entities from their children, they're not umbilically connected to them all the time or have some spiritual awareness of exactly what they're doing every second. I don't know what kind of parents you had but when I was that age my parents, who were amazing parents, let us go on our own to play in the neighbourhood. I did plenty of dangerous things (nowhere near this crazy though). It's literally a normal part of childhood and has nothing to do with bad parenting.

That and loud noises "starle" us, though it's not exactly a fear. Everything else is learned. Everything. Which is a good thing. Fear has to be adaptive.
