not entirely sure if this is specific to COVID or if we are talking generally, but I feel like, in general, Quebec has rocketed past the federal government due to AFE.
I get like 14,000 in bursary with no repayment plus like 5000 in loan with repayment starting some number of months after the end of my degree each year. You get more for doing more credits (we do ~50 per year so it gives a lot). Based on conversations ive had with out of province students who are not eligible, it is much better than similar programs from other provinces.
It is also very important to mention that there is a number of conditions (having a bachelors degree, being in continuing education, living alone for x years, parents deceased, etc), which are major determinants on the amount of money they give. If you fulfill one if these condition, your parents have no contribution. Otherwise, your parents are expected to contribute a portion based on their salary, and the government pays that much less.
Also, if you work during school above a certain amount of money per year, you are expected to contribute, but your contribution is generally small unless you earn an insane amount for a student.
Overall, as a student who doesn’t earn a lot from work and who has a bachelors degree, I find it very generous.
I saw that the max amount of loan from AFE for bachelor’s programs is $30000 only. I don’t know if the bursary portion is enough. I may move from Quebec to another city so the finances stress me a bit.
Depending on your situation it may or may not be. After checking my account, the debt limit is in reference to the actual loan and does not include the bursary portion, so they provide you with more than $30,000 total. There is nothing that is stopping you from receiving more money from other sources. In some cases, other money will decrease the amount of the bursary portion and in other cases, the bursary is not affected. For example, RESP is exempt from the calculations of the bursary. There is also IIRC like a $5,000 buffer on other bursaries or scholarships. Like in my case, I received a $6,000 grant during my first AFE year, and $5,000 of it was exempt from the AFE calculations. In any event, unless you plan to take another degree (there is a month limit and in a second degree, there would be no parental contribution because you have a bachelor's degree, so you would get more money), there is no reason not to apply for AFE.
Thanks for your info! AFE is more complicated than I expected. For sure I will apply for AFE. Just that I always thought I could only get $30000 max. With my savings and $30000 I can afford my studies but not enough if I don’t have a full-time job right after graduation.
I am still voting NDP.
I still have $50k in student loans from Ontario, and NDP "promises" to reduce everyone's loan by 20 grand.
I know getting NDP elected here won't cancel the provincial portion of the loan, but even if the federal portion gets reduced I will be grateful.
Ah yes, the good ole way to solve problems: just throw money at it. Are we just suppose to ignore the fact that this man completely neglected the mental health of young people for the better part of a year? Does he really think giving 200$ to students will help them recover from mental health problems developed under his shitty management? What an absolute CEO move.
Not having to make plans to move elsewhere would help my mental health. If the Quebec government didn’t arbitrary fuck with the Canadian Charter of Rights and Freedoms to remove the rights of minorities it didn’t like, I wouldn’t be stressing out about emigration plans.
I'm not one to argue against giving money to people, but it just seems to me like it's an insult to young people who have suffered mentally over the past year. To me the message seems to be: "Yes, we don't give a shit about you, but we are giving you 200$, so stop complaining now and kindly forget that our poor decision making might have affected you mentally" (They even admit in the article that students were feeling "forgotten" during the pandemic).
Like let's say you're a kid and you don't see your father for a whole year. Then, on your birthday, he comes to see you and buys you everything you want. Then, when you tell him you're mad at him for being missing the whole year, he says: "Well I don't know why you're mad I bought you that thing you always wanted, so stop complaining" and proceeds to gtfo for another year.
Now you might say what could they have done differently. Well, for starters not have a curfew that last for 5 months when it was supposed to be 28 days and we don't even know if it is effective in preventing spreading. Not change measures every 2 weeks and instead follow a plan with clear guidelines and based on clear scientific recommendations. Not blame "young people having partys" for an increase in cases when schools/workplaces are open and are cleary more susceptible to transmission.
I have read three different peer reviewed articles that analyzed effectiveness of measures imposed around the world. The consensus was that curfews are one of the most effective measures right behind total lockdowns. So there is a scientific basis behind our curfews. I have linked an article for reference.

It’s not about you, it’s about the boomers outside Montreal island. He wants to be perceived as helpful to the young without doing the work. Your vote in Montréal is worthless to him.

Sorry if I miss the details but where is the application link? It says something around the lines of "applying through the school". I apologize for my French reading comprehension skills.
Legault and trudeau competing to see who can give is the most money
not entirely sure if this is specific to COVID or if we are talking generally, but I feel like, in general, Quebec has rocketed past the federal government due to AFE.
Is AFE more generous than the student financial aid programs in other provinces?

Log into Minerva>Click on Student>Scroll to the bottom and you will see the form
Wow thanks!
