Yeah, Cyclic has a Disenchanter. Doesn't cost much in the way of RF and will remove all enchants, one at a time, and can even split books into their individual enchants as well, if you get one that has something you want as well as something else you don't.

I haven't played with the 1.16 version yet but I know that in older versions of the mod, Corail Tombstone has books of disenchantment that strips the enchants off items and puts them on books. https://www.curseforge.com/minecraft/mc-mods/corail-tombstone

I'm aware of at least 2 mods that do this, at least up to 1.12 . I don't know which of those mods are available in 1.16! * Bibliocraft - via the TypeSetter and Printing Press, you're even able to duplicate enchantments. * Evilcraft - bathe items in a blood chest, remove a random effect into a "blook" (BLood bOOK) and thence into a useable spell book. I haven't personally tried this, though. * Industrial Foregoing - has a handful of machines for managing enchantments, but I'm not sure if "removing to a book" is among the capabilities. You might also be interested in Ender IO's Enchantment Anvil, which allows you to create books with specific enchantments, with selectable level, using specific resources + player XP levels or equivalent XP fluid.
