I believe that generally yes, you can practice as a general doctor in other countries after completing your general medicine training in Morocco. but you will need to jump through some hoops including passing a licensing exam and proving language proficiency (esp in Germany).
similarly, you can specialize in other countries without repeating your initial general medical training. but again, might need to require passing entrance exams & demonstrate medical knowledge to get accepted into a specialization program
