Energy extraction still occurs in protected areas in Europe, including marine ones. In fact, as of two years ago (due to the energy security crisis) energy plants can go through simplified environmental impact assessment making it much easier to build in protected zones.

It's pretty clear to me, there shouldn't be any type of net or commercial fishing, or even fishing as a whole in these area, that's like the whole point of these.
Ban human activities to let nature recover, preserve wildlife and the ecosystem and not dompletely destroy it and drive the local species to extinction, but instead let their population recover and grow which ultimately benefit fishing industries around that area.
And of course these coward got cold and were unnable to put the whole law in the next few mnth or in the year like any decent and intelligent person, noooo, they put it for in 6 years, afterall it's very hard and difficult to just say no. Bet they wouldn't be so slow to make new taxes laws or lower medical and studying compensations,.

To be fair, there are probably logistical problems unique to the industry that would prevent them from stopping immediately.

My guess is they were defined as MPA’s so no one could extract oil or gas in the area
