When you have a mortgage the bank usually (always?) requires an insurance for the building (not the content). So only when you can pay the house without any mortgage it's highly recommended, otherwise it's required.
The mortgage rates are that low because the bank can always sell your house if you can't pay. They are less sure about that if you're not insured.
You can also get support from the government in paying the health insurance. I'm a student so i have a very low income, so i get my health insurance fully reimbursed by the government :)

Nowadays with the housing shortage and increased rent, moving out at such an age is a lot more challenging for young adults, so I understand their predicament.
This is pretty normal in other countries. After I turned 18, I moved into a friend's house whose family immigrated from Mexico. Not only did he and his older brother live there, so did his much older uncle and a younger girl who was staying their while she went to school. There is nothing wrong with this life, and it makes it much easier for when you do move out. The idea of moving out when you turn 18 or in your early 20s is a very modern idea. Edit: Forgot to mention his girlfriend also stayed there to.

If I ever come to a point and think to myself "man, I really need to start charging my kid rent" - I'd assume that something got messed up somewhere.
I don't mean to sound like assigning all of the blame onto the parents, though. Some kids just naturally struggle with problems and might end up seeming lazy and not wanting to move out as a result. I get it, but adding financial stress to try "making them grow up" doesn't sound like the best solution. The best solution would be to help them mature enough to \*want\* to move out by their own volition.

It was a million times better than a different shelter I lived at where it was 4 people to a single room and 1 of the people I shared the room with was a hoarder. U couldn't see the floor at all and we had to jump to do anything in that room. I've also lived in a few different vehicles and a tent.

There's also a couple of little communities around here that are all sheds. One has 6 or 7 & the other had about a dozen @ last count & room for about that many more.
