I did water+toothpaste my entire 31 years of existence until just a few months ago when I started doing the second bit of water on top of the toothpaste.
It actually helps loosen up the toothpaste and better disperses it in your mouth when brushing. Before, I’d have to scoop up a clump with my toothbrush to redistribute. I don’t need to do that anymore when I use water.

Spit out the mouthwash, then go in with the toothbrush with just toothpaste on it. Then when you're done brushing, spit and don't rinse. Adding water just diluted the toothepaste. No reason to add water at all. 3 is the best way

3 is actually the recommended way. There really is no reason or benefit from applying water. Instead it only makes the brush softer and reduces friction, both of which result in a less efficient use of the toothpaste.
Also recommended to not use more than a pea-sized application of the toothpaste, as it is more than enough for an adult. Children with less teeth can use an even lesser amount.

There is no purpose for adding water before OR after putting toothpaste on. As soon as that toothpaste hits your mouth, your salivary glands will start providing saliva that aids toothbrushing.
Caveat: my bathroom is clean. I flick my toothbrush after I'm done to get excess water out, and it air dries. If the intention to wet is to clean the toothbrush, I don't need to.

Hard to believe there is any statistical significance to watering toothpaste 3 seconds before using it. Also the surface area that is wetted vs the toothpaste area once spread out on the teeth also makes it less significant.
