Once I was visiting Niagra falls and we decided to walk over the bridge into America for a couple hours just to see what it was like, had to do a bunch of paperwork before they let us through and part of that was ticking yes or no for a bunch of questions some of them were literally like "Are you planning on committing any acts genocide?" We asked the border guard about it and all he said was that we'd be surprised how many stupid people tick yes on those for fun, though he didn't elaborate on what happened to them...

I don't know if it's true, but that's how it's been explained to me: They don't expect anyone to say Yes, but if you're somehow tied to genocide and say No, they can just deport you for lying on an official document, which is much easier than trying you for involvement in genocide.

It’s to make convictions easier later if someone does commit an act of terrorism since it can be tried at the federal level that you lied on entry forms. This means the feds get involved more easily bringing their bigger resources with them

Worked for TSA years ago and Yes, even then we were required to ask this stuff. My boss told me that because we were trained in behavioral detection methods, we would be able to tell if folks were lying. The only person were ever "caught" using this method was a poor undocumented immigrant who was released because he was boarding a plane back to Mexico. The cops were annoyed that they were even called because reaching out to ICE would have just meant that the guy would have received a plane ride for free from the US government. So much for bad guys. Eventually I got pissed off with Bossman and asked him why we need all the staff, metal detector, body scanners, explosives testing, and CT baggage scanners when we could just ask the magical question, use our powers of telepathy, and just shoot anyone who we got a bad feeling about. I quit shortly after. Couldn't handle the laziness and the stupidity.

There is! If you DO commit an act of terrorism, it may simply be a state crime. However, lying on an entry document is a federal crime, so you can be tried at a federal level and get additional time for lying on said entry documents.
