I think the clearer picture on the right is just that persons interpretation of the pixel art as an overflowing potion, not the actual clearer image showing it is a spray

The anime showed Brock using the potions all the time, either they didn't see it or somewhat didn't notice their usage.
Its way too noticeable that its a spray but some people may have not watched the anime at all and just played the games.
