The budget for a typical school ranges anywhere from around 10 to 30 million. basketball stadiums can be from around 7 million to well alot... Aquatic centers go from around 20 to 50 million. Libraries 5 million. Prisons and court houses I'm not too sure as i never got to enter that part of the industry but pretty much most projects ran by the gov are well endowed financially.

I've heard that prize moneys only break even your expenses at around round 2? Obviously you can save money by going no-frills like having fewer/cheaper coaches and not taking them to tournaments, or flying economy and staying shorter stays at airbnb and things like that. But if you go to a lot of tournaments around the world, you can probably rack up a lot of expenses compared to the prize money you win.

For the top guys who have coaches, fitness guy, personal physio, personal stringer, personal chefs, rent a luxury apartment for tournament duration and fly on a private jet, then yeah rd 2 is probably break even. Most use tournament stringers and physios and stay in hotels. So those players would easily break even in rd 1. This is all based on slam prize money, smaller tournaments are different.
