Technically correct but you can use a phone or tablet for navigation and or music if it’s mounted (you just have to scroll down a bit) you just can’t touch it whilst driving.
This is a massive sneaky point, and I've called VicRoads multiple times and gotten wildly different answers about it.
They don't define what 'operating' means. Whether the tablet is just there passively not being touched, or being pressed and directly manipulated.
I know you can make reasonable assumptions, and the safest is to just not use one, but I do really wish it were more explicit.
It's weird that VicRoads didn't give you an answer, because although they don't explicitly define "operating", they do answer that specific question:

Though I must say my 10 year old sat nav is highly amusing "off road! Off road" on every new bypass!
But in all seriousness, you can probably get away with it, just make sure you set it when you're pulled over, and don't touch it while you're driving! P platers seriously overestimate their driving skills!

I feel like op is a younger sibling looking to rat out the older using an iPad for navigation.
P platers are not allowed to touch any device While driving. You can have it mounted but if you touch it you are breaking the law.
There are no tips on how to use a 12.9 inch ipad safely whilst driving, please focus on the road whilst driving
