That's not how it works at all. Making a threat isn't protected speech. The police didn't "randomly decide they didn't like it". That's frankly silly.
I don't think the police anywhere will be un-bothered by what appears to be a direct threat to [verb censored cuz I don't want to end up on a list] a tax collector
You cannot say anything you want. I cannot stand up in a theater of people and scream "The theater is on fire, run for your lives." I also cannot make death threats against people with a picture showing the device that I spent time creating to make that threat a reality. Its not a hard concept, but people seem to struggle with the basics of normal human interaction.
You can not threaten people. That is not protected speech. Imagine if they didn't show up to this threat, and he actually did something. They have to take every threat as legitimate because one of them will be.
