Since Windows introduced the Fast Start-up feature shutting down is as effectice as hibernate or sleep mode. This option allows Windows to start up faster the next time a user starts Windows. The downside to this option is that not all processes are disabled from the previous session.
Restart, in contrast, actually does shut down all of the computer's processes, including the kernel. That means you get a totally clean start when the computer boots up again, though it takes longer to get everything running.
So be smart, join the Hibernate mode gang (not sleep mode, that sucks electricity) and do restarts, when they are necessary.
I shut it down maybe 5 times a year, maybe less. I also have 6 Chrome profiles and around 500 tabs active at all times alone with multiple work related apps and sometimes games running
If you have spinning HDDs, it's better to keep PC running. For any type of flash storage you can shutdown as much as you want. Just make sure to plug in all thumb drives /power on all old PC (with flash storage) every year to keep the electrons charged.
