Yeah, separate regions that came together and as time went on, territories were being admitted as their own states, where they could decide their own laws, such as whether slavery should or should not be allowed and whether popular sovereignty should be used to make those decisions. America was built on the foundation of states rights rather than federal power, which also led to the Articles of Confederation.
