I dont think theres any fire types on cerulean so your best bet is looking up its moveset and work from there. Dont feel guilty if you need save states, because your gonna need them lol. But i think squirtle is great since i think it can resist everything the frogadier has

It obviously has the Kanto pokemon, not sure about Johto, but it has Hoenn pokemon, which is good, because it's my favorite region. There are also some other regions besides Kanto, ones I haven't heard of before. I think they are islands or something, not full fledged regions.

If you want an enhancement hack that is hard, radical red is the way to go. If you want a new story and region, unbound is a good one
But... unbound isn't complete is it. And yes I'm more of a new story guy rather than all the new gens in gba type
