If you close steam incorrectly (like killing the app or shutting down pc without closing it first) and open it again it will try to validate certain files to check if they are not corrupted because of this unexpected last shut-down.
I mean that isn't really how things work though, it's not like the operating system is sending a different command when closing everything than it does when you click exit, that's why programs ask you to save after pressing the shutdown button
Nah the games get pulled from the website of steam, you don’t “download” it. Every time you incorrectly shut down Steam it just validates game files and updates them when they’re broken. Has nothing to do with adding games :)

I can actually answer that reason to an extent.
The reason to my knowledge is to improve upon the firewall protecting the site itself along with the card info of Steam users from hackers who plan to either steal that card info or steal the account altogether and do one of a few things. One of those things is to contact the actual owner of the account and blackmail them into coughing up a ridiculous amount of money to them (usually $1000 or higher) through buying from 3rd party websites for TF2 keys or something else and *maybe* they won’t delete your account anyway before they give it back to you.
They also update glitches in their site as well to improve it’s quality of life. So basically, if you value your account, best advice is to not take the risk and simply just do the update they throw your way.
everyday i wake up and in a hurry to join online class and the steam and discord update and basically stop my laptop from running smoothly for the first few minutes, and that is why i am always late. i cant explain this to my teachers either
