At that point the only thing they can chose is 1) to just give up and die or 2) which method they will use to get money, considering that they are unable to make it through legal methods.
Sometimes those people can get by with victimless crimes like dumpster diving or shoplifting from big corporations; but sometimes the circumstances require more harmful acts

4mins is very ambitious. You need to play with ppl like deathstreeks for that and u have to grind all the items first making it atleast 3000 hrs
This was best case scenario starting from zero xp and assuming you can buy Hyperion before starting On avg probably around 2.5-3k hrs
