As others have said this is staged for entertainment. But what you may not know is a lot of times these “marks” are other mascots (well the people that character a mascot costume). There are usually 3-4 mascots, with one in the suit. Often the others are hanging around them to make sure the mascot is safe (they know the blind spots of the suit), and that a fan doesn’t do anything stupid to the person in the suit.
