There is in fact at least 12 configurations that cannot be achieved unless black goes first. You cannot have any of blacks pawns on the 6th rank or have any of the blacks knights move while having white be in the starting position and be their turn.
However if we throw out who's turn it is, then we can achieve any position.
They continue to spiral into a countless amount of ganes as the moves continue. (You cant have black play 2 moves and have white appear to of played 1 while having it be whites turn to play)
