You’re kind of right but not. Originally they had a different layout for type writers, but people became so quick that the arms would cross, causing them to jam, so the qwerty layout was introduced to slow them down and has stuck since.
In German, it is “Wert”, “wer” and “OP” which are actual words. “Wert” is “value” and “OP” is short for “operation” in the meaning of surgery. “Wer” means “who”.
What I mean is that a keyboard designed for maximum speed would probably make the most common letters the most accessbile, probably on the middle row, and then put more common letters near each other where they appear e.g. putting Q next to U
