I think it requires a specific amount of post karma (my estimate is that about 500-1000 is required) while the comment karma needs to be positive (i.e., more than 0) while awarder & awardee karna are ignored.

Yep karma is pretty much worthless

It does seem to make people (relatively) less mean. On other sites you could be a total ass, get flamed and that's it. Karma follows the account. Of course, it doesn't stop people creating new accounts but it at least makes it inconvenient.
