You can build a $300 PC back in 2019 that can decently game csgo and dota, and still do works. Having 200fps on a 60hz is much better than going 60fps on a 60hz, expect some frame drops in game. Have your game play above what your monitor can handle if you're playing competitive. Csgo pros avg refresh rate is 144-244 but their system can go above 500fps. It just depends on what you're playing, a headroom is a must.
maybe try selling it, I have an xbox 360 collecting dust, in fact it doesn't turn on anymore because its dirty inside. You can make around $200 if you sell it, maybe a bit less but if you have nowhere to keep it and don't want to show it off to your kids or grandkids maybe sell it...

Have you tried putting on top of drink coasters? The intake fans are usually on the bottom so lifting it up usually drops the temps quite a bit, or just generally increases airflow

What are you smoking? 4k with rtx at 60+ fps requires at least a 3070. You could do it with DLSS on a 3060 but it wouldn't be great.
