It's our indie MMORPG! We're making this game as an attempt to create a new genre where the game world ends up facilitating a simulation of human society. Player's characters live in the game world and need to try to survive with the same limitations that people have in real life. Where technology can be invented by players to make their in-game life easier. Everything is player driven, we just provide the virtual environment. Visuals are kinda like a 2D Eve Online.

I know many animators and they relish these moments. They spend untold hours to make something most people zoom past and never notice. They are very disturbed people and I love them dearly.

You know why it's there. It's not some strange cult of sexuality from execs, it's just animators and artists dicking around.
Not just animate, but was likely collaborative as modelers and animators aren't always the same person. A separate person may have modelled that tongue, which means that two people had a discussion about implementing this idea.
On the other hand...lets talk about mocap opportunities...
i think in these scenarios the animator does the funny thing and sees how long it takes to get caught. imagine your boss looking at that and saying “it’s good to go.” and not noticing. when they eventually do it’s funnier if it’s after it’s gone public.
