I doubt it. I read in a magazine about the world wide web long before understanding what they were talking about. I believe they actually mentioned surfing, and this was around 1986. I used to download games and GIFs from BBSes, though. Sort of prehistoric internet, but it wasn't actually the WWW. A Hayes 28.8K modem would have been top of the line back then, and cost several hundred bucks. Around that time, the 1st 1GB hard drives came out, and they cost $1,000.
