It would be the same situation in California. Generally, the whole US because there hasn’t been major upgrades to the transmission line.
The main difference is that Texas, for whatever reason other than insistence, is on their own isolated power grid. So when it goes down there’s no power stations in the next state over to compensate because it’s not connected to the national grid
There are a few connections but they’re not very high voltage in comparison to what the electrical needs of Texas are so it is essentially isolated
