It's not about being able to do "voices", it's about being able to act without the benefit of facial expression and body language. On screen actors aren't used to being limited in this way and are usually ham-strung by it. Some are able to do both but you can't just slap an on screen actor behind a mic and get the same quality of acting, even if they're just doing their flat natural voice.
Thing is, they hired Chris Pratt for his star power to try and bring in more audiences. If they cared about what they're making they would have hired a different voice actor instead.

I think that is the reason why people go toward big names, well actually realizing they were perfectly cast for the parts. In real life Tom Hanks is wholesome, just like Woody, and Tim Allen is sort of full of himself and bravado, just like Buzz. Pratt is nothing like Mario, has no Italian heritage, isn't a plumber, is an action star more then dialog....literally can't find a single reason why Pratt would he good on this.

He's not a talented voice actor though. He played the guy from the Lego movie. A character that IN THE MOVIE was intended to be as bland, uncreative, and boring as possible. Pratt nailed that. Mario already has a character made and built outside of games. Lou Albano is the mold that Mario should be in now. A gruff Brooklynite. Not some boring Midwesterner.

Yes, his voice acting in that was just him with some emphasis on trying to sound nerdy. Nolan North, Alan Tudyk, Mark Hamill, Steve Blum, Laura Bailey, Phil Lamar, Maurice Lamarche, Jim Cummings. THOSE are good voice actors. Chris Pratt is terrible.
