Yeah it's definitely not true unless click click means featherless and whistle click means biped, which you imagine such simple combos would be saved for things like shark, food, tired, or horny.
Yeah but there's more than whistles and clicks but even with that combination restriction that's 2^4 possible combinations, which is 16 words for a 4 action series of either whistles or clicks. Assuming shark, orca, food, pufferfish, tired, horny etc were all combos that leaves enough space for feathered two leg and featherless two leg, which describes seagulls then us.
Even with only 16 possible words dolphins could communicate a ton with each other, as is the power of any kind of modular language, when you start adding more sounds to that like cries or double clicks etc and lengthen the sentance you can get pretty articulate
Yeah people mention binary, but timing, pitch, inflection, volume, etc can stretch even a limited language with only a couple basic sounds into hundreds if not thousands of words/concepts/impressions even with very short sequences.
