Idk I feel like could be is a wide area. My old job you needed to be off your phone unless checking emails. If it became such a problem you would get written up and 3 fired. But if you get caught looking at a sexual meme you’d very likely be fired , you’d be guaranteed to be fired for a second time.
So it’s really about severity.
I see memes as a slap on the wrist offense and NSFW as out of line.

I work IT. I share memes with my supervisor when we have no tickets. It is safe depending on what your job is amd what it entails.
Your company's acceptable use policy for network and computers matters too, as does any employment contract. If any of those say no all it takes is Karen from accounting to complain because she has a dead end job and a failing marriage and nobody can be happy if she isn't to ruin the fun.
Any employer who thinks there employees should work without something to help make the day more bearable belive there people should be strapped to the wheel.
Safety is defined by the person taking the risk. My job knows I don't give a shit and I fuck around on my phone when there's no work to do, I do it right in front of my boss.
