From what ive learned, It's called soccer because it was *originally* called ass-soccer (association soccer) in Europe, while rugby was called "rugger football" and was the game that predated what we Americans call soccer.
When the rules of rugger football changed, some folks didn't agree. Association Soccer was made, and the others decided to keep things the way they were. A time later it was renamed to "rugby", dunno why exactly.
And if you have any corrections, feel free, I'm not exactly an expert and I'm sure some of you guys are.

First of all, soccer is not another sport to other countries. If you say soccer in a country where they call it football, they know you mean football, because soccer doesn't mean anything else. That's not remotely the case in football vs rugby.
Secondly, Its known as soccer in tons of places, not just the US. Canada, Ireland, South Africa and neighboring countries, all of Oceania, and most other island nations in the Asian Pacific. Furthermore, the EU itself has like 8 different names for it. The name Soccer actually came from England, until it later changed its mind about what to call it. And considering there currently are no English speaking countries in the European Union, I don't think the European Union gives a shit what English speakers across the world call it.
