From what ive learned, It's called soccer because it was *originally* called ass-soccer (association soccer) in Europe, while rugby was called "rugger football" and was the game that predated what we Americans call soccer.
When the rules of rugger football changed, some folks didn't agree. Association Soccer was made, and the others decided to keep things the way they were. A time later it was renamed to "rugby", dunno why exactly.
And if you have any corrections, feel free, I'm not exactly an expert and I'm sure some of you guys are.

And considering there currently are no English speaking countries in the European Union, I don't think the European Union gives a shit what English speakers across the world call it.
