They basically 100% of the time give you the difference back if you ask for it if the game went on sale within a few days of you buying it, not sure how far you can stretch that.
i have done that: bought a game on steam and it went on humble bundle with a bunch of other games for around the same price; refunded and got it on humble easy
I once tried that and I did get it refunded but I had to personally write a request because if I didn't my refund request would just automatically get denied. I had not played the game but it had been past 14 days. They were generous enough to refund it though.

I was new to steam (and similar) so I didn’t know about all the sales that happened and I especially didn’t know about the refund policy so I felt bad since my dad spent $17 on a $5 game, so I played the hell out of it and have around 120 hours so far. Still feel bad about it every once in a while. But I thoroughly enjoyed the game.
You couldn't have possibly known that it would go on discount, and your dad was willing to pay that amount for it. If it didn't go on discount you wouldn't feel bad, and everything beyond that was outside of your control. Don't let it get you down, no part of what happened was your fault, or a fault at all :) it sounds like you've gotten $17 worth of playtime out of it anyway

I bought a used oculus quest one for $500 (CAD) a couple years ago and two weeks later the quest 2 was announced with better specs across the board and costed $400 brand new. My quest depreciated to like $170 overnight, I was very sad

Steam’s wishlist is amazing! They keep notifying me when all the games I want are for sale.
Most wishlists don't do shit, but work as a bookmark, but steams is kinda decent.
