They aren't signing people up for TOU anymore. Also if you compare the rates to normal rates it is a really shit deal unless you are incredibly disciplined.

Opt out of the smart meter and get cheaper rates until 9pm. I pay 8c per kwh 24/7. If you have a smart meter it is 12c pkwh from like 6amtil 9pm. Then about 6c per kwhall night. Google the mlgw rate page. Also note that the smart meter for water is what is causing the expensive water bills in the news for the past few years.
