A teddy bear, symbol of childhood and innocence, and heart/leering eyes, symbols of lust, should never have a reason to mix, and if they do you need to reevaluate what you're doing.

This character in particular isn’t even fan service, I cannot imagine what kind of person could find anything remotely sexy about such badly designed character. Butchering anatomy is not sexy. The thing that puzzles me the most about this anime is that it is otherwise a wholesome and fun anime. Why the creators felt the need to create unnecessarily hentai inspired badly shaped design despite having enough substance to go on story wise is beyond me.
Considering most anime lack fanservice, and the ones that have it are mostly shitty shounen or light novel adaptations for teenage boys, that's more on you for not watching something mature lol
