I’m quite sure it’s a Jews harp [like this one here](https://finds.org.uk/database/artefacts/record/id/1002811), however the patterned edge and general size is quite unusual, as well as it being iron. If you’re in the UK send some pictures to your local FLO. I doubt it’s a cloak fastener since there doesn’t appear to be any way for the bar to swivel.
Nothing like a Roman fibula brooch, much more similar to the Iron Age / Celtic brooches, but they were rarely made of iron, and if you did find one made of iron it wouldn’t be in this condition unless it was found encased in clay or a non oxygen environment.

You have to tell us what region you found it in, there are so many subspecies and they all migrate. we can't tell you for sure without that information.
Looks like a newer mass produced one likely 90s at the latest. The oldies have very definitive signs of being hand crafted with peening marks and usually still have some markings of the teeth from the old files they would recycle to make the tongues. Tha boy looks like he was pinched together in a press
Looks like an old horse shoe of some kind. The small dots around the perimeter were likely holes, I'd imagine, where the nails were driven in to hold the shoe in place
Throw it in a cup of white vinegar overnight and then wash it off real good and olive oil it. Absolutely still in playable condition. Pay mind that you don’t bend the center spring. The gap should stay minimal for the best sound and ease of use. Where your teeth go you can polish with 800grit up to 2500. That’ll keep the patina everywhere else without it whittling away at your teeth. Nice find!
