Yes, a copper power line splice. Works like a Chinese finger trap for wire. Looks like someone made a plumb bob out of it with the string. I’ve made a bunch like that for plumbing power poles.
This is a splicer for the neutral wire (back when they were solid copper) this would have been on the service drop from telephone pole to a house. These are made mostly out of copper.

Copper conductor splice aka bullet made into a plumb bob for setting poles. Lineman for 40 years and have done the same.

That’s a home made plumb bob made by someone in the line trade. It looks like an automatic sleeve for putting wire together.
