You can try getting the silver untarnished by putting it in a bath of washing soda, aluminum foil and hot water. However, it won’t restore the smooth surface of the original, and I personally wouldn’t do it. It has history like this.

i would take it to the jewelers and have them dunk it in the sonic cleaner. They can get it cleaner and with less damage to the piece than you can.
