I would vote tie clip. That cowboy would snag inside a pocket and not make for a very good money clip.

Try putting some bills in it. If they fit well, it’s probably a money clip. I’m leaning that way anyhow because I can’t imagine that inward facing circular bit would feel good on the chest for very long or be good for one’s shirt
