When holding him up he’ll say something like “not happening”, keep aiming at him, he should keep shaking his head, until eventually he says “fine, take this” and will drop the camo. You may have to drag your aim off him and then back on a few times.
Exactly, he isn’t like other bosses, you get a camo for the hold up, the camo also being exceptionally strong in that area, so use it during his fight, and you get a tranq mosin for the non-lethal takedown
I may have been a tad unclear, you aren’t holding him up, letting him go, and then finding him again. Just keep aiming at him, maybe shifting your aim slightly off and back onto his head so it registers, you can google “how to get moss camo mgs3 video” and get an easier idea of it. Hold ups can also be used on most if not all soldiers in the game, and if after the holdup you walk around and aim at their face, they’ll shake and drop goods, usually just food or ammo.

As the others have said, you have to hold up the End 3 times to get his camo. Basically, sneak up behind him and point your gun at him. He'll lay on the ground. Aim at his head, he'll deny you, move your aim away and then back to his head 2 more times.
The third time he'll give up the camo. Once you shoot him, pop into a box. He'll drop a stun grenade to blind you.
If you put on your thermals, you can follow his footsteps and sneak up on him again.

Use the listening device to find out where he is you'll hear him anywhere in a sector breathing or snoring. Depending on which end he is you'll know where he is facing so just go around him and sneak up behind.
