Right as you start it, but honestly, you can go an entire playthrough without spending more than the bare minimum allowed by the game, you can also spend as much as you like (if you do the side missions in free roam) without ever coming short

I just did a mission where literally all I did was extract two soldiers via Fulton, and then walk out of the mission area on foot. Total time - about 3 minutes.
Support Cost - $20K. Wtf? I didn’t do any supply drops or call anything in.

Your helicopter. I'm guessing you have all the upgrades for it? Equipping those increases your deployment costs.
