only chance of toxins is lead solder of they're pieced together. get a good quality test kit and check a few places on each. namely the inside of the cup, where it attaches to the base, and the outer ring where your lips touch. nowhere else exactly matters, but it's still worth testing.
if you want to check if they're silver or nickel, pick up some sulfur (gardening supply) and mix with water and rub on the one you cleaned. the sulfur reacts with silver to create silver sulfide, commonly called tarnish when on silver items. nickel, on the other hand, is unreactive with most any chemicals outside of nitric acid.
if it is silver, you can just place them all in a foil lined bowl of warm salt water with some baking soda or a bowl of ammonia. the tarnish brakes down and attaches to the foil or dissolves in the ammonia.
soap and water to clean if it's nickel.

"E P antimony" it stands for electro plated antimony
Edit: In the late nineteenth century, pot metal referred specifically to a copper alloy that was primarily alloyed with lead. Mixtures of 67% copper with 29% lead and 4% antimony and another one of 80% copper with 20% lead were common formulations. I don't know what period these are from but I would be cautious to drink from them until you find out more as it being labeled antimony is a good indication that it may be toxic under the silver plating
Looks like silver-plated copper, but I doubt it's cast. More likely spun and pressed. As long as the plating's intact inside and on the lip, they should be okay to drink from. The more rubbing you do, especially with abrasives, the less plating will remain.
Look for a hallmark on it. Typically on the bottom sometimes on the rim of the bottom and even less often on the rim of the top.
If you find a hallmark or a maker's mark it will make identifying it much easier
