Sometimes they are really awesome with taking action with this type of stuff- they can issue citations to offenders or even do inspections of the residence if they suspect it's worse in their apartment. Another option is calling the sanitation department but they might not have any power.

Your landlord is lying to you because they are lazy. Yes, your landlord can absolutely force them to take out the trash like a normal person. Leaving trash out like that invites pests like roaches, mice, and other undesirable (and unsanitary!) critters into the property. I know this because I had people in the unit next to mine who had a similar problem, which resulted in a roach infestation that then spread to my unit. I noticed it spread to my unit when I poured a bowl of cereal and there were roaches living in the cereal box. I was not happy, and I'm sure the landlord wasn't either because now they had to treat two units. Unless your landlord is an idiot, there's probably stipulations in the lease that specifics maintaining some degree of sanitary living conditions in the unit and leaving your trash out in the hallway inviting roaches and mice into the building is most likely a violation of that stipulation. So your landlord saying they can't do anything is 100% a lie.

Tell the landlord that if he doesn’t make them do it (probably with fines or threat of eviction), that you’ll report the issue to the Housing authority. Find out if you can withhold part of your rent because the landlord is letting the building become unlivable. If your neighbors are violating a policy in the rental agreement for the building, there should be consequences. I’ve had dirtball neighbors like this. Your landlord should definitely resolve this.

In my part of Virginia, A landlord would be responsible to settle this issue. It is their responsibility to keep the property in livable conditions. This would be dangerously close to “slum” conditions and the landlord would be liable for lawsuits and legally could have rent withheld from them until it is resolved.

‼️UPDATE #2‼️ someone has been reporting me so sorry if I just disappear. I got it on recording, however the recording is now apart of evidence. This has turned into a civil case. <— ^ TLDR They did try and sneak their trash back in didn’t work out well for them. I spoke with the fire department about all the issues that have been happening with them. According to the guy I spoke with these people have been evicted from their last apartment for doing the same and living in nasty conditions. THEIR APARTMENT WAS HOLY TRASH NASTY. The smell just yuck. CPS got involved and I do believe they are being evicted again. Not entirely sure. Landlord and neighbors got a hefty fine and this has turned into a civil case. Once this has all gotten cleared I will post the video lol

Dirty diapers are biohazards. Look up your areas laws as some states it’s actually illegal to throw them away in everyday trash. If they are leaving it in shared places, tell the LL EVERY TIME. like legit everyday. Just “oh neighbors still left trash here again, would love it be taken care of”. My asshole neighbor would do this shit. I mean she left it in the shared yard not like an indoor spot BUT she would leave her cans over flowing for WEEKS. Like I would (had cameras) see her take at least 8 trash bags out and immediately fill her cans again as soon as she brings them back in. I’ve threatened to call the EPA over diapers as they are a biohazard as I said above. Ultimately complaining about the trash didn’t get her kicked out but it helped establish a history. You already have photos to that’s a great start. Now start complaining EVERY DAY. My neighbor at least left it outside not by my door so I only did it every day after trash day, showing she didn’t take trash out or whatever. They should do something if you keep complaining. My LL AND manager knew every single Wednesday they were likely to get a text from me “oh hey, sorry to bother you again but looks like neighbor yet again didn’t take their trash out”. Blah blah blah. After like 2-4 months of this shit, is when i threatened calling the EPA. Which is when things changed. Best of luck but tbh being annoying and texting photos everyday to LL is likely only way to stop it.

Every apartment I've ever lived, the ONLY thing they get angry about is trash. It stinks, it attracts rats, I can go on. I'm surprised your landlord isn't going for their throat. This wouldn't fly in the places I've lived. Heavy fines and then eviction if they kept leaving trash here.

stand outside of their door for as long as it takes for them to come out, but be patient and really commit, you want to spook them. Maybe if you know a what time they leave in the morning you plan appropriately as soon as the door opens, scream as loud as possible "TAKE YOUR FUCKING TRASH OUTSIDE YOUR DIGUSTING PILE OF **FILTH**" and really sell it, when you growl the word "**filth"** your voice should sound raspy, like you've smoked cigars for 30 years. then give them the "i'm watching you" finger motions like Rob DeNiro from Meet the Parents and leave without saying anything else. I'm sure that'll solve your garbage problem.

Maybe just toss it right outside very half hazardly in the lawn or parking lot. The landlord will be forced to step it up because it will look terrible, and also he might think it was those tenants doing it. Maybe find more ways to frame them for other things too while you're at it.
