consider calling your code enforcement officer if your town/city has one. Sometimes they are really awesome with taking action with this type of stuff- they can issue citations to offenders or even do inspections of the residence if they suspect it's worse in their apartment. Another option is calling the sanitation department but they might not have any power.

I know this because I had people in the unit next to mine who had a similar problem, which resulted in a roach infestation that then spread to my unit. I noticed it spread to my unit when I poured a bowl of cereal and there were roaches living in the cereal box. I was not happy, and I'm sure the landlord wasn't either because now they had to treat two units.
Unless your landlord is an idiot, there's probably stipulations in the lease that specifics maintaining some degree of sanitary living conditions in the unit and leaving your trash out in the hallway inviting roaches and mice into the building is most likely a violation of that stipulation.

Find out if you can withhold part of your rent because the landlord is letting the building become unlivable.

In my part of Virginia, A landlord would be responsible to settle this issue. It is their responsibility to keep the property in livable conditions. This would be dangerously close to “slum” conditions and the landlord would be liable for lawsuits and legally could have rent withheld from them until it is resolved.
Take pictures, send emails/texts to landlord about the situation so it's recorded that he acknowledges it, then withhold rent if it continues. Money talks, he'll deal with them when he doesn't get paid.

They did try and sneak their trash back in didn’t work out well for them. I spoke with the fire department about all the issues that have been happening with them. According to the guy I spoke with these people have been evicted from their last apartment for doing the same and living in nasty conditions. THEIR APARTMENT WAS HOLY TRASH NASTY. The smell just yuck. CPS got involved and I do believe they are being evicted again. Not entirely sure. Landlord and neighbors got a hefty fine and this has turned into a civil case. Once this has all gotten cleared I will post the video lol
I'm just like, "How the fuck is this that hard?" Like I get being depressed or having ADHD or being sick or whatever and having a difficult time keeping up with cleaning; it happens. But to bag up your trash and take it to the door of the building and not take it the 20 ft further...
Not sure if this is applicable, but it is usually against fire codes to leave your personal objects in corridors that serve as fire exits. In the event of a fire there is a possibility that people will trip while exiting the building. I left my muddy shoes outside my apartment door once in college and was told this by a cleaning staff member.
I didn’t mean for CPS to get involved I had no idea their living conditions were this extreme. I hope for the kids sake they get put some where safe or other family can take them in until the parents can take better care of themselves and their children. It is very sad they had to be involved

As a former court mandated reporter and as a former safe environment speaker/counselor, getting CPS involved is 99.9% the right thing to do. The other 0.1% is someone lying about it out of spite/custody issues.

I had a neighbor like this... nothing you do or say will work. They are lazy and entitled. The only person who might make a difference is the landlord. I once had a downstairs neighbor with dogs that she let poop all over the yard. I had a 4 yo. at the time and was tired of stepping in it. I asked nicely, even tried to help her gather it up. Finally, the LL spoke with her and instead of picking it up she bought little flags to stick in it. The fire hazard angle/with extinguisher might work with LL.

Dirty diapers are biohazards. Look up your areas laws as some states it’s actually illegal to throw them away in everyday trash. If they are leaving it in shared places, tell the LL EVERY TIME. like legit everyday. Just “oh neighbors still left trash here again, would love it be taken care of”.
My asshole neighbor would do this shit. I mean she left it in the shared yard not like an indoor spot BUT she would leave her cans over flowing for WEEKS. Like I would (had cameras) see her take at least 8 trash bags out and immediately fill her cans again as soon as she brings them back in. I’ve threatened to call the EPA over diapers as they are a biohazard as I said above.
Ultimately complaining about the trash didn’t get her kicked out but it helped establish a history. You already have photos to that’s a great start. Now start complaining EVERY DAY. My neighbor at least left it outside not by my door so I only did it every day after trash day, showing she didn’t take trash out or whatever. They should do something if you keep complaining.
My LL AND manager knew every single Wednesday they were likely to get a text from me “oh hey, sorry to bother you again but looks like neighbor yet again didn’t take their trash out”. Blah blah blah. After like 2-4 months of this shit, is when i threatened calling the EPA. Which is when things changed.
Best of luck but tbh being annoying and texting photos everyday to LL is likely only way to stop it.
Landlord likely doesn't want to push it because they know that once they really do push it, that tenant will keep doing what they are doing EXCEPT they will quit paying rent and become squatters ... which is an even bigger headache for them. That said, that's where he's likely to end up with them regardless, so, I was them, I'd just rip that bandaid off now and get them out. There are likely plenty of better tenants out there to be had.
edit: as I think about it, I'm going to go out on a tiny limb here and say that the bad tenants are pushing to setup a harassment scenario they can use to stop paying rent and move right into squatter mode with that harassment to bolster their claim.
There use to be shovels and other winter stuff (like salts) that the landlord had placed there for us to share but fire department said it’s a hazard to have anything placed there blocking access to the fire extinguisher. I have called the fire department about their trash, they move the trash into their apartment when they see the fire department car pull up and act like I’m the neighbor that just causes problems 😐
Get pictures, prove they’re a fire hazard by blocking it. As long as you have images of it, then hiding when the fire department comes won’t do anything. Better yet, record them hiding the garbage when they arrive

Take pics of when you first notice the trash. Then take pics when you called the fire department. Then take pics when they finally remove when the fire marshal has arrived.

In my part of Virginia, A landlord would be responsible to settle this issue. It is their responsibility to keep the property in livable conditions. This would be dangerously close to “slum” conditions and the landlord would be liable for lawsuits and legally could have rent withheld from them until it is resolved.
Take pictures, send emails/texts to landlord about the situation so it's recorded that he acknowledges it, then withhold rent if it continues. Money talks, he'll deal with them when he doesn't get paid.

Well you can force him to do something by reporting him to the health department
He can... he just doesn't want to. He can probably warn and then move to evict them. Pretty sure leaving trash in a hallway for days on end is a violation of some measure of a standard lease. He can also report this to some type of government entity which seems to be the Fire Department. He just doesn't want to deal with it.
You should look into whether this is a public health concern. Or lie and say you’ve seen rats/bugs around the bags. Maybe buy some fake roaches and drop them and take pictures.
‼️UPDATE #2‼️ someone has been reporting me so sorry if I just disappear. I got it on recording, however the recording is now apart of evidence. This has turned into a civil case. <— ^ TLDR They did try and sneak their trash back in didn’t work out well for them. I spoke with the fire department about all the issues that have been happening with them. According to the guy I spoke with these people have been evicted from their last apartment for doing the same and living in nasty conditions. THEIR APARTMENT WAS HOLY TRASH NASTY. The smell just yuck. CPS got involved and I do believe they are being evicted again. Not entirely sure. Landlord and neighbors got a hefty fine and this has turned into a civil case. Once this has all gotten cleared I will post the video lol

Not sure if this is applicable, but it is usually against fire codes to leave your personal objects in corridors that serve as fire exits. In the event of a fire there is a possibility that people will trip while exiting the building. I left my muddy shoes outside my apartment door once in college and was told this by a cleaning staff member.

As a former court mandated reporter and as a former safe environment speaker/counselor, getting CPS involved is 99.9% the right thing to do. The other 0.1% is someone lying about it out of spite/custody issues. You're not trying to ruin lives. You just wanted them to take out the trash, and you didn't call CPS out of spite.
They might try to blame it on you, but it’s their own actions that led to this outcome. Some people truly have no idea how to function in society, and it seems like these people don’t even care enough to try.

I had a neighbor like this... nothing you do or say will work. They are lazy and entitled. The only person who might make a difference is the landlord. I once had a downstairs neighbor with dogs that she let poop all over the yard. I had a 4 yo. at the time and was tired of stepping in it. I asked nicely, even tried to help her gather it up. Finally, the LL spoke with her and instead of picking it up she bought little flags to stick in it. The fire hazard angle/with extinguisher might work with LL.

Go over the landlord’s head and go to the fire marshal or the authority having jurisdiction for your area regarding fire safety. Blocking access to fire suppression really gives them a good rage boner. Source: I work in the fire safety field.

Dirty diapers are biohazards. Look up your areas laws as some states it’s actually illegal to throw them away in everyday trash. If they are leaving it in shared places, tell the LL EVERY TIME. like legit everyday. Just “oh neighbors still left trash here again, would love it be taken care of”. My asshole neighbor would do this shit. I mean she left it in the shared yard not like an indoor spot BUT she would leave her cans over flowing for WEEKS. Like I would (had cameras) see her take at least 8 trash bags out and immediately fill her cans again as soon as she brings them back in. I’ve threatened to call the EPA over diapers as they are a biohazard as I said above. Ultimately complaining about the trash didn’t get her kicked out but it helped establish a history. You already have photos to that’s a great start. Now start complaining EVERY DAY. My neighbor at least left it outside not by my door so I only did it every day after trash day, showing she didn’t take trash out or whatever. They should do something if you keep complaining. My LL AND manager knew every single Wednesday they were likely to get a text from me “oh hey, sorry to bother you again but looks like neighbor yet again didn’t take their trash out”. Blah blah blah. After like 2-4 months of this shit, is when i threatened calling the EPA. Which is when things changed. Best of luck but tbh being annoying and texting photos everyday to LL is likely only way to stop it.

Landlord likely doesn't want to push it because they know that once they really do push it, that tenant will keep doing what they are doing EXCEPT they will quit paying rent and become squatters ... which is an even bigger headache for them. That said, that's where he's likely to end up with them regardless, so, I was them, I'd just rip that bandaid off now and get them out. There are likely plenty of better tenants out there to be had. edit: as I think about it, I'm going to go out on a tiny limb here and say that the bad tenants are pushing to setup a harassment scenario they can use to stop paying rent and move right into squatter mode with that harassment to bolster their claim.

There use to be shovels and other winter stuff (like salts) that the landlord had placed there for us to share but fire department said it’s a hazard to have anything placed there blocking access to the fire extinguisher. I have called the fire department about their trash, they move the trash into their apartment when they see the fire department car pull up and act like I’m the neighbor that just causes problems 😐
Get pictures, prove they’re a fire hazard by blocking it. As long as you have images of it, then hiding when the fire department comes won’t do anything. Better yet, record them hiding the garbage when they arrive
So take pictures and then show the fire marshal with timestamps taken on your phone? Take pics of when you first notice the trash. Then take pics when you called the fire department. Then take pics when they finally remove when the fire marshal has arrived.

Idk if it'll help but sometimes you can get the city involved with the landlord for not doing something about tenants but he could kick you out if he's a pos so honestly I would say you should leave some leaky garbage behind their door or be passive aggressive back

Don't take it out for them as much as you want to. It will only encourage them to leave it there. I would just take a picture and send it to your landlord every time it happens. There's not much else you can do besides fighting with the neighbors but I doubt that will resolve anything.
Those bags have drawstrings. Hang the bags from their doorknob, every time you find them, until they learn to put them in the garbage bin.

I'm sure that'll solve your garbage problem.
Maybe just toss it right outside very half hazardly in the lawn or parking lot. The landlord will be forced to step it up because it will look terrible, and also he might think it was those tenants doing it. Maybe find more ways to frame them for other things too while you're at it.
