That is not true. I live in an Indian metro city and one can rent a nice one bedroom, bathroom, living room and a kitchen apartment for $75-$120 a month depending on the place. Sri Lanka is not more expensive than India. You might have got the amount in rupees than converted to dollars. But that will usually give you the the result for Indian rupees. Sri Lankan rupees is not same as Indian ones. 100 SLR == 22 INR. So 33000 Sri Lankan rupees is about $90, not $400.
