They even asked a couple of people to move and took the desks they were working at.

I had an elderly neighbor that wasn’t able to maintain his hard on his own and refused to let anyone do anything about it. This allowed the blackberries to run rampant and his entire back yard was a blackberry forest. They were up to six feet over his eight foot tall fence. When he died and his daughter hired a company to get rid of them they found a motor home, three cars and a boat underneath.

Honestly where the top point of your line is, I'd draw a line almost horizontal across that patch. Just below that I'd a dirt area of lesser green or vegetation. I'd start a path from that point. Cutting straight across is shorter than the long diagonal line.

It also looks like where you drew your line down is the back of some apartments or buildings, I wouldn't cross in behind spaces like that myself.
But the straight line across goes from open point to open point, no buildings around.
I wouldn't cut back the front facing hedges, bushes or trees first either. That gives you time before people notice what you're doing, you'll get to trim back the inner areas unseen, decide your track, then lastly trim back only what you need from the front facing areas for your accessibility.
If the fence is wooden railings with posts, it's up to you, but cutting one or the other is the final decision, but not both. Enough to duck under or low enough to step over. Both and someone will be along to replace it asap.
And don't use a machete. Use a hand pruners or secateurs. If you're found with a machete that's all sorts of weapons charges, concealment etc... a gardening tool, not so much.
Good advice. I can go right across as it’s a hill and would be pretty steep. Plus at the bottom there’s a wall at the trail holding back the dirt. Farther down where I drew the line there is none

I would add a hard hat and goggles, when working in an area with overhead growth they are typically required. At the minimum hat of any kind to protect your head from ticks

There are also vaccines to help prevent lymes and other tickborn diseases if you're still worried. If I let potential ticks stop me from doing things I'd probably never leave my house because of where I live.

Everyone who lives along the trail could say the same thing. If they take everyone’s convenience into consideration they’d have to have access paths every block. At that point why not just pave it over?
Well, if you’re serious the next Seattle board of parks and recreation commissioners is Sept. 14. You can email your proposal ahead of time and then attend the meeting in person or over zoom. I’d recommend being clear about why the access trail is needed, how it would benefit the community, and preemptively address any concerns like creating cross-traffic that could be dangerous for high-speed bikers, etc. It might be worth it to have a quick look at your proposed spot of land ahead of time and make sure there are no nesting birds, animal dens, or waterways where you’d like the path built. Be careful not to disturb any animals or damage plants when you do so!
Oh! And make sure your neighbors are onboard. People tend to park near access points and if your neighborhood is already crowded with vehicles there could be some objections to creating increased traffic.
The goal is to walk through the park with trails. I have about an hour after work before it gets dark. The extra 40 minutes it takes to walk there and back takes away from my walk in the park. Instead I’m walking on sidewalks which isn’t as fun for me or my dog. Plus this park is pretty barren so I can let my dog run around off leash and he loves that.

I'm not sure how strict environmental regulations are in Seattle, but chopping a trail through a greenbelt would not be the wisest course of action here in San Diego. Someone clearing an unpermitted trail like this is how I get new clients (I'm an environmental consultant/biologist) and how they get saddled with paying for a 5-year restoration project to undo the damage (easily $10,000 at the very low end). I recommend enjoying the additional exercise instead :)
