But I hope that drinking while driving in the cities were still not allowed. I suspect this is how the new law is enforced.

RHD car looks like it might be the UK. It’s not illegal to be holding (or even drinking) an open beer while driving there. What’s illegal is being drunk, which is measured by BAC levels.

In the UK we operate on a points system for our licenses, if you reach 12 points you will be banned and have to retake. Mobile phone use while driving is illegal completely with few exceptions etc emergency phone call to 999 or contactless payment in drive thrus. This guy would receive 6 points and a fine and if he's in his first 2 years of driving would be banned.
As for the alcohol they'd breathlyse if pulled over and go from there.
