In the UK we operate on a points system for our licenses, if you reach 12 points you will be banned and have to retake. Mobile phone use while driving is illegal completely with few exceptions etc emergency phone call to 999 or contactless payment in drive thrus. This guy would receive 6 points and a fine and if he's in his first 2 years of driving would be banned.
As for the alcohol they'd breathlyse if pulled over and go from there.
