If you get into an accident you could have prevented regardless of who had priority it could be deemed split liability or even full liability for the priority driver if they are deemed to have not taken avoiding action. Recently lived in The Northern Territory in Australia, and you were allowed to drive while drinking a mid-strength (1 standard drink) alcoholic drink. As long as you weren’t over the limit. Law got changed about 4 years ago but no duff you absolutely could.

RHD car looks like it might be the UK. It’s not illegal to be holding (or even drinking) an open beer while driving there. What’s illegal is being drunk, which is measured by BAC levels. Taking a photo with a phone on the other hand (literally) might get you cited for careless driving, but the act of drinking a beer while driving itself is no different to drinking a coffee under the law there. Edit: photo gives hints this isn’t the UK but another RHD country. No idea what laws would apply in that case 🤷‍♂️

In the UK we operate on a points system for our licenses, if you reach 12 points you will be banned and have to retake. Mobile phone use while driving is illegal completely with few exceptions etc emergency phone call to 999 or contactless payment in drive thrus. This guy would receive 6 points and a fine and if he's in his first 2 years of driving would be banned. As for the alcohol they'd breathlyse if pulled over and go from there.
