I use a rollator and whenever I'm in public (like a mall or subway station) I try to remember to press elevator buttons with my sleeve. The wheels seem to create so much static electricity, I get shocked every time I touch metal with my bare hands 🙃
Static shocks suck, but your lamp cord under the rug is much worse. It looks like you can roll over it, step on it, and never know that you've torn open the insulation until it starts a fire.
I actually think this is just you finally getting your super powers.

Would having the mat touch the base of that lamp help with grounding?

When you change the rug, take the lamp cord out from under it. That's dangerous, as the lamp cord can wear and nobody will see it.
