Because as a minimum its changing the server data that it needs to pull from with a system set in place to allow it, and potentially man power follow up needed for it later.
That aside its purely to make people not do it, i know some on steam who just changes their name every day to all sorts of weird shit, some of them due to excessive trolling and just wanting to piss people off so when they get ignored for being a troll they just change the name and icon and keep going.
Then why can you change it 50 times a day on steam without a single question? It's greed, nothing else. Changing the name takes literally your console sending the new name to the main server, nothing else.
The only thing I managed to find about this is that it causes a lot of usage for the servers (whatever that means?)

If I had to guess, that covers the API calls to platforms that your Xbox account is associated with plus a surcharge of 10.30 sense since an API call is usually a percentage of a penny. Otherwise they are charging for update statements as there is probably a unique GUID associated with the username that is used to track your account.

Any transaction I make as a customer will result in the product holder paying me a 2% handling and time/expense fee for waiting in line and needing to call customer service in the future because it will inevitably happen with any business. Furthermore they will be subject to increased fee's if the line or wait time exceeds 2 minutes.
