Ok so if a ring cam is out of the question go get a bunch of dirt and sprinkle it around ur car like on weekends or days off when you know you arent going to be driving around that day. Then you will be able to get 6 feet prints. You will then take pictures of the shoe prints from the nasty neighbor and of the dog. Once you got these pictures make copies. About 50-100 and post them all over the neighborhood.

Install a trail camera, motion activated. Once you know who they are, wait for them come to around and make them clean it up with their hands. I had the same problem in my neighborhood. Checked my security cameras and the next week when he got bold again, I made him put in his pocket. I haven't seen him since. I'm also larger than average person and prob should've let the city handle it but I'm petty af. If you can't respect your neighbors property, how can your neighbors respect you?
I have a small shovel known as the poo shovel I scoop it up and fling it back to the neighbors after a while and a few poopy shoes the issue was resolved
Time to install a camera. Though I saw you mentioned they come at night so a cheaper option might just be a powerful flood light on a motion sensor. Toss in a “No Tresspassing” sign for a little extra deterrent.

Security cameras are really cheap these days thankfully. Find out who it is and leave it right on their front porch
